If an offer at 4 box was guaranteed, the £13,000 offer at 5 box was certainly acceptable to decline, not very generous at all. It's a volatile board with all significant money resting on the £250,000 but at only a 20% chance of hitting it and an 80% of higher money, it was certainly worth another punt. If however it was a traditional 5 box where you were forced to push on to a 2 box offer (like old times), you have 3 chances of hitting the £250,000 and it's more likely at 60%
£23,000 however was much better and certainly worth some consideration. If a 3 box offer was guaranteed, I would have possibly pushed on another round as odds are only 25% of hitting the 250k but a deal there was certainly justified as it was a generous offer.
To those saying she was silly for declining £13,000 - not at all. It was a mediocre offer at best and the chances of hitting the 250k were low.
