I think he does because at the end if there is a red and blue number left, and the blue is in their box they give them a dirisory offer, one example was today with nessie, one was with simone.
Another bit of evidence is the swap business
if the blue is in their box they offer the swap always but if the red or higher value is in the box they dont seem to offer it. Very strange
